Development and Implementation of Information Technology Solution to Facilitate Single Window for Planning Permission System for Central Housing and Planning Authority
BACKGROUND
Guyana is experiencing unprecedented growth. While the discovery of oil and gas is a major driver of this economic transformation, the Government has embarked on an economic development strategy that promotes diversification, including adherence to its Low Carbon Development Strategy (LCDS). The current upsurge in economic development is expected to continue into the foreseeable future and has to be supported by an appropriately regulated, efficient and predictable land use planning and development process. The ease of doing business and the reduction of red tape is a major goal of the planning and development process and a factor in attracting investors. The expeditious and efficient processing of such permits is essential to enhancing competitiveness, strengthening private sector growth and propelling national development.
With the expected increase in volume of development application, the Ministry of Housing & Water, Central Housing and Planning Authority (CH&PA) has recognized the need to introduce a far more automated process that streamlines workflow, both within the Agency, and with stakeholder Agencies that are part of the overall approval process.
As such, the Ministry of Housing and Water, Central Housing and Planning Authority now invites consulting firms (herein after called “Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The following should be included in the APPLICATION:
- Cover Letter
- Brief Background of the Firm which should reflect whether the firm has undertaken similar assignments.
SCOPE OF SERVICES
In general, there are 5 principles to be followed:
- Provide One Window Access
Allow CHPA to act as a single point of entry for planning and development applications. - Dashboards
Allow staff to monitor the status of individual applications, and generate reports as needed. - Application Tracking
Allow users access to make submissions electronically and to track progress of applications - Deadlines and Escalations
Satisfy certain deadlines associated with each step of the process. - Scalability
Deploy a solution that can scale to accommodate increased application volumes, staff changes, AND be configured to accommodate changes to evolving workflows.
In order to ensure adoption of the solution, the initial implementation will match as close as possible the existing paper-based workflow. Following this initial deployment, enhancement to workflow will begin. The solution must be configurable, allowing CH&PA to adjust their workflow as it evolves, further enhancing their performance and efficiency.
For this solution, CH&PA is looking for a commercial off-the-shelf (COTS) Software as a Service (SaaS) technology.

The Ministry of Housing and Water, Central Housing and Planning Authority reserves the right to accept or reject any or all EOIs without assigning any reason.
