Invitation for Expressions of Interest

For the Construction of Housing Units in the Ten (10) Administrative Regions of Guyana.

THE INTENT:

THE GOVERNMENT OF GUYANA is desirous of constructing various types of housing units as follows; Low Income (650 sq. ft), Moderate Income (800 sq. ft), Middle Income (1200 sq. ft), High-Income (1800 sq. ft) and Young Professional (2200 sq. ft) across all the Administrative Regions of Guyana. The construction approach includes but not limited to Public/Private Partnerships with Contractors, Consortiums, individuals, etc. and the Government of the Cooperative Republic of Guyana.

The Executing Agency of the Government; The Ministry of Housing, CHPA hereby invites Contractors, Consortiums, Individuals, etc. to submit Expressions of Interest (EOIs) to the Chairman of the Central Housing and Planning Authority Board located on 41 Brickdam and United Nations Place, Georgetown, Region #4 on or before 3:00 PM on October 24th, 2025 for either or all of the following housing unit models: –

  • Low Income Units (650 sq. ft flat or elevated unit, minimum two bedrooms, toilet and bath, ceiling, tiles, kitchen cupboard, etc.)
  • Moderate Income Units (800 sq. ft flat or elevated unit, minimum two bedrooms, toilet and bath, ceiling, tiles, kitchen cupboard, etc.)
  • Middle Income Units (1200 sq. ft flat or elevated unit, minimum three bedrooms, toilet and bath, ceiling, tiles, kitchen cupboard, etc.)
  • High Income Units (1800 sq. ft flat or elevated unit, minimum three bedrooms, toilet and bath, ceiling, tiles, kitchen cupboard, etc.)
  • Young Professional Units (minimum 2200 sq. ft flat or elevated unit, minimum three bedrooms, toilet, ceiling, tiles, kitchen cupboards, hot and cold facilities, etc.)

 

ELIGIBILITY CRITERIA

  • Certified copies of business registration and incorporation documents, GRA compliances and VAT certificates for Company or Consortium
  • Audited Financial Statements for the past year (2024)
  • Statement regarding any litigation, current or during the last two (2) years
  • List of past projects of a similar size, nature and complexity
  • List of available equipment (house construction)
  • List of qualification and experience of personnel inclusive of an organizational structure
  • Statement on proposed financing of the construction of the various housing units
  • Evidence showing financial capacity
  • Submit a relevant method of statement and work programme to execute the works
  • Construction drawings showing site layout plans, floor layout plans, foundation plans, plumbing and electrical layouts, elevations, 3D model and all associated structural engineering drawings for the above-mentioned housing unit models of your interest
  • Detailed estimates for the above-mentioned housing unit models of your interest
  • Statement indicating the type of construction materials, construction methodology and construction techniques and in cases where foreign materials, methodology and techniques are an option, then all associated specifications must be submitted.

 

THE “EXPRESSION OF INTEREST (EOI)”

Must have the following:

  • Written statement of interest (signed and stamped)
  • Area of interest (specific regions) for housing construction
  • Name(s), addresses, telephone/fax numbers, email addresses and website details (if any) of applicant(s)
  • Information in relation to eligibility criteria A to L as outlined above

The “Expressions of Interest” must be submitted to the Chairman of the Central Housing and Planning Authority Board located on 41 Brickdam and United Nations Place, Georgetown, Region #4 on or before 3:00 PM on October 24th, 2025.

 

NB: – please note that The Ministry of Housing, Central Housing and Planning Authority reserves the right to accept or reject any or all EOIs without assigning any reason.
